Unclear

There are no clear instructions.. Does this work for an actual lightbulb or the flash on my phone? Im stuck on a page that says devices list and Im not sure what that means or how to put stuff on the list.. Im reading the reviews and no one has had a problem with that so could someone please write a review on how it works?
